Delta Co. names interim treasurer

Published November 1, 2009

COOPER — Glynna Herin, who served as Delta County Treasurer 20 years before being defeated two years ago, was named to fill the position again in the wake of the resignation of treasurer Phyllis London.

Delta County Commissioners in a special called meeting Friday voted to bring Herin back as interim treasurer until next March’s election.

London officially stated in her resignation “health reasons,” for leaving the post she had held two years.

County Judge Ted Carrington last week accepted London’s resignation.

“She just got overwhelmed by the responsibilities being a county treasurer called for,” Carrington said. “I am sorry this happened, but there is nothing much we could do about it.”

Carrington said one of the problems was “she had never done anything of that kind of work before. Last year she wanted the county auditor removed from his job and said she could do the job without the auditor and it would save the county money.”

“When the auditor left in October of 2007, that’s when things started going down,” Carrington said. “She could not keep up. She did not have enough experience.”

Carrington said one of the problems the county now has is it owes the federal government $30,000 in withholding taxes, penalties and interest.

“We are about $30,000 behind with withholding supposed to be paid to the Internal Revenue Service,” he said. “One of the payments is 265 days past due.”

“We will work out the payments we are behind, but we obviously are a poor county,” he said. “We are struggling, but we always figure out a way to come out.”

London had been on the job two years and 10 months when she tendered her resignation.

Three candidates for the treasurer’s job were considered, but commissioners voted three for going with Herin’s experience, with one commissioner abstaining.

The special meeting, including an executive session, lasted just under an hour Friday.

“I am happy to be back in the job,” Herin said afterward. “I think I can clean up the problems and get the treasurer’s position back in operation.”
