City hears report on crude oil transfers

A presentation by a company planning to transfer crude oil from Talco to Paris to be shipped to Oklahoma via Kiamichi Railroad raised more questions than answers at a Monday meeting of the Paris City Council.

The proposed transfer of crude oil would take place in the 1100 block of West Washington Street adjacent to the John Chisum Monument and historical site, the only rail site company officials said is available to them.

Officials with Pacer Energy Marketing said they plan to transfer about 200 to 250 barrels of crude oil daily.

Whether a permit is required from the city is one of the unanswered questions.

Charlie Bell, a company official, said Pacer has no plans to put anything at the site other than a small storage building.

During the brief presentation by two Pacer officials, Councilman Joe McCarthy asked, on several different occasions, “What is the benefit to the City of Paris?”

“We will keep the property clean,” Bell said, “and we are willing to move the road away from the historical site.”

Following the meeting, City Manager Kevin Carruth said he would be making telephone calls to gather more information about city options.

Council-man Will Biard has filed a request for a protest hearing with Texas Commission on Environmental Quality based on his residence’s proximity to the site as well as for residents in the George Wright Homes.

“The city could join in that protest,” Biard said.

In other business, the council approved a zoning change along with preliminary and final plats for a 82-bed convalescent home on 7.58 acres of a 48-acres tract in the 100 block of 47th St. S.E.

The Council also authorized city staff to proceed with steps to refund the city’s bonded indebtedness with instructions to refund only those bonds that would result in a net savings and would not extend the length of payments. The Council also gave approval to the issuance of a $3.1 million certificate of obligation.

Other council action included the following:

•preliminary and final plat approval for an alcohol sales building at 601 North Main St.;

•extension of cab franchises for Yellow Cab Company, City Cab Company and Lone Star Cab Company;

•approval of 90-day extension to moratorium on HUD-code manufactured housing;

•Drought Contingency Plan approval with a 10 percent decrease in lake levels, which trigger action;

•approval of amended Water Conservation plan;

•adopted resolution in support of Rails to Trails expansion; and

•Safe Routes To Schools grant application approval.
