Lamar County sales tax revenue over state avg

The City of Paris and Lamar County as a whole continue to outpace state averages in sales tax revenue as other parts of Texas show declining sales, according to a report issued Friday by Texas Comptroller Susan Combs.

With the exception of the City of Blossom, which showed a 16.74 percent decrease in June compared to a year ago, all other taxing entities in the county experienced increases. June distribution checks represent April sales, which are reported to the comptroller in May. (See accompanying chart.)

Paris showed a 6.51 percent increase; Reno, a $13.16 percent increase; Roxton, up 2.49 percent; Sun Valley, up 15.67 percent; and Toco, up 6.09 percent. Lamar County showed a 6.59 percent increase overall. Revenues generated by gas pipeline workers as well as construction workers on two major hotels, the new Paris High School and at Chisum Independent School district campuses contribute in part to increases.

Combs sent June sales tax allocations of $297 million to Texas cities, down 3 percent compared to June 2008. So far this calendar year, city sales tax allocations are down a half a percent compared to the same period last year.

“Weakness throughout most sectors of the economy resulted in a significant decrease in May sales tax collections,” Combs said. “While year-to-date sales tax revenue is up 0.5 percent for state fiscal 2009, further declines are expected this year.”

Municipalities in nearby counties show mixed reports.

Delta County and the City of Cooper, both experiencing revenues from pipeline construction, show a 21.9 percent and 22.82 percent increase respectively compared to June 2008.

Honey Grove in Fannin County is less fortunate, with a 21.15 percent decrease along with a 7.25 percent decrease year-to-date compared to a year ago. Bonham received 5.99 percent more in June allocations but is down 1.19 percent year-to-date. However, Ladonia saw a 34.27 percent increase for June and 41.25 percent increase year-to-date.

Clarksville in Red River County continues to be on a decline with 7.85 percent less in tax allocations compared to June 2008 and 16.08 percent less year-to-date. However, Detroit showed a 30.78 percent increase in June and 2.54 percent year-to-date. Bogata also fared well with a 19.94 percent increase for June and 7.26 percent year-to-date. As a whole, Red River County is down 4.38 percent in June and 11.72 percent year-to-date.
